Aims and Scope:
Information and communications technology ( ICT) is a general term that stresses the role of unified
communications and the integration of telecommunications, computers, middleware
as well as necessary software, storage- and audio-visual systems, which enable
users to create, access, store, transmit, and manipulate information. According
to the European Commission, the importance of ICTs lies less in the technology
itself than in its ability to create greater access to information and
communication in underserved populations. There are large economic incentives to
merge the audio-visual, building management and telephone network with the
computer network system using a single unified system of cabling, signal
distribution and management. Engineers and scientists often need to solve
complex problems with incomplete information resources, necessitating a proper
treatment of uncertainty and a reliance on expert opinions. Uncertainty Modeling
and Analysis prepares current and future analysts and practitioners to
understand the fundamentals of knowledge and ignorance, how to model and analyze
uncertainty, and how to select appropriate analytical tools for particular
problems.

Aims and Scope:
Computational intelligence (CI) is a set of Nature-inspired computational methodologies and approaches to address
complex problems of the real world applications to which traditional
methodologies and approaches are ineffective or infeasible. IEEE Computational
Intelligence Society defines the CI subjects of interest as neural networks,
fuzzy systems and evolutionary computation, including swarm intelligence.
In this special issue, recent developments in various computational techniques
will be included to offer a systematic and effective tool for better treatment
of different applications, and simulation and experimental results in Robotics.
The main source of papers for this issue will be the 10th International FLINS
Conference on Uncertainty Modeling in Knowledge Engineering and Decision Making
(FLINS 2012) August 27-29, 2012, Istanbul, Turkey (www.flins2012.itu.edu.tr). If
this source of papers does not yield enough qualitative and quantitative papers
for the issue, outsources will be considered.
